Rs 80 Lakh a Seat in Karnataka's Veterinary Officer Recruitment

Karnataka's veterinary officer recruitment has stopped being an exam dispute and turned into a money-laundering investigation. On 18 August, Enforcement Directorate teams searched 21 premises — spread across Bengaluru, Hassan, Chitradurga, Davangere, Raichur, Karwar, Kalaburagi and Belagavi, plus one address in Ahmedabad. Among the places covered were the Karnataka Public Service Commission's own office and the residence of its suspended chairman.

The number driving all of this is startling. Candidates told police that middlemen quoted somewhere between ₹70 lakh and ₹80 lakh per person to guarantee a place on the final list, and several complaints reportedly came with audio recordings of those conversations. Four FIRs registered at Bengaluru's Vidhana Soudha police station gave the ED the predicate offence it needs to open a case under the Prevention of Money Laundering Act. That is how a state exam row ends up with a central agency at the door.

Then the day got strange. While those searches were under way, the Karnataka High Court set aside the Governor's order suspending KPSC chairman Shivashankarappa S Sahukar and directed that he be reinstated within seven days. Raided and restored in the same news cycle. Both are true, and they are not really in conflict — the reason is procedural, and it matters.

What the ED Was Looking For in 21 Homes and Offices

The agency did not pick these addresses at random. Reports of the operation describe searches at premises connected to the whole chain of the alleged fix, rather than just one office. The categories covered were:

• The KPSC office in Bengaluru and the home of the suspended chairman
• Premises linked to KPSC member Shantha Hosamani
• Alleged middlemen said to have negotiated with aspirants
• Candidates who actually made the final selection list
• The Ahmedabad office of Edutest Solutions Pvt Ltd, the private firm handling digital evaluation

No arrests or seizure figures had been announced when the searches concluded. Under PMLA, the point of a search is usually to grab bank records, phones and property papers before they vanish — the money trail, not the exam paper.

How Rs 80 Lakh a Seat Adds Up

Put that price in an ordinary Indian household's terms. ₹80 lakh is a two-bedroom flat in most of Bengaluru outside the core, or several acres of decent farmland in north Karnataka. For a family sending a child through five and a half years of a BVSc degree, it is not spare cash — it is land sold, gold pledged, or a loan the family carries for a decade.

Now the arithmetic, clearly labelled as arithmetic and not an allegation: roughly 400 posts were on offer. If every seat had been sold at the top of that quoted range, the pot would be around ₹320 crore. Nobody has claimed that. But it explains why the ED, and not just the police, is involved.

January 8: A Written Test for Roughly 400 Posts

The examination was held on 8 January 2026 for about 400 veterinary officer vacancies — a large, competitive intake in a state where animal husbandry postings are among the few stable rural government careers left. Aspirants typically prepare for years, and many were repeat candidates.

July 17: The Results That Set Off Complaints

The final list was published on 17 July, and objections followed almost immediately. Aspirants alleged question paper leakage, tampering with OMR answer sheets, inflated scores in the evaluation stage, and favourable treatment for people related to officials inside the commission. The process was halted as the complaints piled up and the police cases were registered.

August 18: Searches, Then a Court Order

The High Court's reinstatement order was decided on procedure, not on innocence. Justice Suraj Govindaraj held that the suspension under Article 317(1) had been ordered without the Cabinet advice the Constitution requires. Notably, the court still barred Sahukar from influencing any decision touching his daughter's appointment — two of his daughters had been candidates in a recruitment run by the body he chaired.

What This Means If You Cleared the Exam

If you are on that provisional list, do not treat it as a job in hand yet. The selection is under a cloud, and any appointment made from it can be reopened depending on what the CID and the ED find. Practical steps: hold on to your admit card, your OMR carbon copy and your scorecard, keep screenshots of every result page KPSC has published, and note that being questioned is not the same as being accused — investigators are searching selected candidates' premises to map the money, and honest toppers may be in that set.

Do not resign from a current job or turn down a private posting on the strength of a list that a court or the commission could scrap.

Watch for three things over the coming weeks: whether the ED issues summons and formally records an ECIR naming individuals, whether the CID files a chargesheet in those four Vidhana Soudha FIRs, and whether KPSC cancels and re-conducts the veterinary officer recruitment instead of defending the existing list.
